Volitional autonomy supports the development of other qualities

Volitional autonomy is a person's inner ability to move forward independently without constant external coercion. It manifests in self-motivation, initiative, readiness to learn, tolerance for uncertainty, and the ability to continue developing when no one is providing a ready-made program of action.

This factor is especially important because it supports all other HVQ qualities. One can have good knowledge but stop updating it. One can possess creative abilities but not use them. One can understand people and one's own ethical principles but avoid decisions that require taking responsibility. Without internal movement, the achieved level gradually becomes outdated.

In a rapidly changing technological environment, development becomes a continuous process. Technological wisdom requires regularly mastering new tools and reassessing old solutions. Creative potential requires constantly going beyond what is already known. Even ethical thinking develops only when a person is ready to analyze consequences and revise their own beliefs.

Volitional autonomy in this model does not mean mandatory entrepreneurship, loneliness, or rejection of organizations. A person can be internally autonomous and work in a team. The point is different: development should not completely depend on whether someone forces them to learn, think, and make decisions.
